I love it when Microsoft's products work the way they are designed.  Unfortunately, that was not the case when installing the service pack for Visual Studio 2010. What a nightmare!  After several attempts and some time spent searching the Internet, this is what finally worked.

Don't waste your time downloading Microsoft Visual Studio 2010 Service Pack 1 (Installer) - VS10sp1-KB983509.exe.  Download and install Silverlight4_Tools.exe.  This contains the pre-requisite files for Visual Studio 2010 to develop Silverlight 4 and RIA Services applications. Then download the iso file, burn a CD, and install from the CD. During the installation it may ask for several of the .msi files. They will all be located on the CD you burned with the iso files.  Most of them will be in sub-folders so just keep looking.
Also, I had to install twice before the SP would recognize a successful install.
